Baseball (and Tornado Warnings) the Theme of the 2011 NHTSA Region 3 and 5 Bi-Regional Law Enforcement Summit

More than 300 law enforcement professionals came together June 21-23 in Louisville, Kentucky, for the NHTSA Regions 3 and 5 Law Enforcement Summit. The three-day educational program, held in the home of the Louisville Slugger, was based on a baseball theme to encourage law enforcement to get into the game of traffic enforcement. The only interruption came on the evening of June 22, when tornadoes swept through the Louisville area, causing flight delays and some damage at Churchill Downs. Luckily, there was no delay of game in the conference itself, which provided a great opportunity to network with traffic safety experts from 12 states and the District of Columbia. The Commonwealth of Virginia was well-represented by officers from local police departments and sheriff’s offices, and by the following members of the statewide Smart, Safe and Sober team – Mary Ann Rayment and Monty Mills, Virginia DMV; Dana Schrad, Virginia Association of Chiefs of Police; Bud Cox, Virginia State Police; and Kurt Erickson, Washington Regional Alcohol Program.

One of the conference highlights was the presentation of the Bi-Regional Law Enforcement Awards. Dr. Elizabeth Baker, Region 3 Administrator, presented an award to the Virginia delegation for Sergeant Lee Bailey, New Kent County Sheriff’s Office, for his outstanding contributions to the advancement of traffic enforcement in Virginia.

The conference covered a variety of topics, including the latest statistical reports from Region 3 and Region 5. The training focused on issues such as officer risks and safety, best practices in motorcycle enforcement and impaired driving enforcement, technology advances, nighttime seatbelt enforcement, speed and aggressive driving, DUI prosecution and media management.
